Beijing Municipal Commission of Education has the following main functions:
Implement state education laws, draft local education regulations, formulate local policies on educational work; and implement programs for development of education in Beijing.
Perform integrated management over pre-school, primary, secondary, tertiary and other forms of education in the city, coordinate local educational work; administer academic degree work of the city; and coordinate management of institutions of higher learning affiliated with ministries and commissions under the State Council in Beijing.
Review and approve the setting up, changes and termination of all academic institutions of secondary education and above run by the state and civil society; manage specialties offered by institutions of higher learning and secondary vocational schools of the city or placed under its administration; and administer foreign-related schools of the city.
Guide the comprehensive reform of the educational system and education in rural areas, enterprises and communities; formulate standards for setting up secondary and primary schools, and basic requirements and basic documents for teaching; compile and review textbooks for primary and secondary schools; formulate plans for technological equipment for teaching and standards for educational materials; and monitor quality control of teaching and education.
Study enrollment plans for tertiary, secondary and post-graduate education in Beijing; organize and manage all sorts of examinations for local education; and guide and administer the archival work of students in formal education at and above the secondary level in Beijing.
Coordinate reforms of employment system for graduates of normal institutions of higher learning in Beijing; document and implement employment policies for college graduates in Beijing; provide ideological education and employment guidance to new college graduates; and oversee job fairs held by institutions of higher learning or within the education system.
Guide specific ethical, sports, aesthetic, ideological, legal, health and labor education in all schools in the city; and coordinate social practices and out-of-school education of all students.
Outline research in natural sciences, philosophy and social sciences within the local education system, organize institutions of higher learning to undertake major national and municipal research projects and guide research to promote new and hi-tech achievements in institutions of higher learning; and boost school-affiliated enterprises to combine education with the economy, science and technology.
Coordinate the personnel and remuneration policies in the education system of Beijing; research and propose standards for organization of state-run schools of all categories and at all levels; guide internal management reforms; take charge of personnel management of local teachers and management staff, qualifications of teachers and management of professional and technical posts; and administer various non-governmental education associations in the city.
Formulate local policies concerning fund raising for education and investment in educational capital construction; establish accounting methods for composite student costs in schools of all categories; administer overall capital construction investment at the municipal level, funds earmarked for education, urban and rural education surcharge, local education surcharge, as well as foreign educational assistance and education loans of the city; administer state assets and capital construction projects for education at the municipal level; and implement the educational budget.
11. Reform the logistics service; coordinate relevant departments, districts and counties to improve the environment both in and outside schools to maintain normal order in schools; and provide guidance on fire prevention and security in schools. 12. Administer foreign exchanges by the local education system; administer the dispatch of students’ overseas and foreign students studying in Beijing; and organize Chinese language education for foreigners and introduction of foreign talents in the education field.
Integrate plans for research in educational science and teaching in the municipality; standardize language use in the city; carry out statistical work, analysis and release of basic education information; and work out plans for development of modern educational technology in the city.
Take charge of the affiliated Office of Education Inspection of the Beijing Municipal Government.
Undertake other duties assigned by the Municipal Government.
