Developing its strategic-emerging industries is crucial in Beijing's industrial structural upgrading.
In 2011, Beijing issued the Implementation Opinions on Accelerating the Cultivation and Development of Strategic Emerging Industries, pointing out that Beijing would strive to enhance the pillar status of strategic emerging industries in the capital's socio-economic development, enhance the influence of the "Designed by Beijing" and "Beijing Services" brands, strengthen the competitive edge and influence of Beijing's economy and make Beijing a "Scientific and Technological Innovation Centre with a Global Influence" and a "Birthplace of China's Strategic Emerging Industries."
In five to ten years, Beijing will establish a strategic-emerging industrial pattern, with new-generation information technologies as its engine, biology, energy-saving, new materials and new-energy vehicles as breakthrough points and new energy, aviation, aerospace and high-end equipment manufacturing as leading forces.
The construction of a national scientific, technological and financial innovation center, optimization of its spatial planning and industrial layout, strategic-emerging industries, optimization of its innovation-oriented entrepreneurial environment and promote globalization to make Beijing a World City with Chinese characteristics.
In 2015, the capital's strategic emerging industries will be enhanced to boost upgrades of the capital's industrial structure and their added value, which could account for 25 percent of Beijing's GDP. In new-generation technology and new materials fields, industrial clusters, each with annual industrial output value of 100 billion yuan or more, will be established. In biology, energy-savings, new-energy vehicles, new energy, aviation, aerospace and high-end equipment manufacturing fields, core technologies would be mastered; scientific and technological achievements will be used and marketed; industrial clusters, each with annual industrial output value of 10 billion yuan and above, will be established; large enterprises, each with annual sales volume exceeding 50 billion yuan, and small and medium-sized enterprises will be established.
In 2020, strategic-emerging industries would drive Beijing's national socio-economic developments; their combined added values will account for about 30 percent of Beijing's GDP, their capacity for innovations will get enhanced, core technologies will be mastered, leading talented people will be recruited, world-famous brands will be created, multinational enterprise will be cultivated and industrial clusters with leading technologies will be established.
