During the 12th Five-Year Program (2011-2015), Beijing will upgrade its tourism infrastructure, services and management. It seeks to attract more investments for tourism projects, strengthen sales promotions and establish a tourism system that conforms with Beijing's characteristics to explore high-end and specialized tourism projects, develop new tourism products, including suburban tourism products and enhance its tourists' per capita rate of consumption. It will strengthen cooperation with international tourism organizations, share domestic and international tourism resources and promote Beijing's image as an international high-end tourism destination.
