Lancang River-Meikong River cooperation is the first regional cooperation mechanism launched and led by China. It began in March 2016 with the first meeting of the cooperation's leaders. China pledged to provide government scholarships to 18,000 people and give training opportunities to 5,000 people in China over the subsequent three years.

The Lancang River-Meikong River vocational training center has built training centers for technologies of mechanical manufacturing, electricity and communication.

The center aims to cultivate highly skilled talents and upgrade the manufacturing and service industries in Cambodia. At the same time, it will serve five countries along the Lancang and Meikong Rivers as well as countries in the Association of Southeast Asian Nations.

Tianjin Sino-German University of Applied Sciences will establish a Cambodia Culture and Education Research Center to give theoretical support to upgrading of Cambodia and surrounding countries.
