You Quan was born on January 23 1954, in Lunong county, Hebei province. He received his master’s degree in economics in 1987. From 2006 to 2008, he was chairman of the State Electricity Regulatory Commission and deputy secretary general of the State Council. He was elected as a member of the 18th CPC Central Committee and appointed secretary of Fujian Party committee in 2012.
