COVID-19 prevention rules for trans-provincial travel in 31 provinces, municipalities and autonomous regions during Spring Festival (As of Feb 3, 2021)

To cope with the challenging situation of epidemic prevention and control, 31 provinces, municipalities and autonomous regions released rules for trans-provincial travel. People from different risk-level areas have to abide by the following requirements or possess the following materials when traveling to the indicated cities:

*Note: The following information is only for reference. For more details, please refer to the latest official releases.

*High-risk work mainly includes loading and unloading, handling and transport of imported goods (including cold chain food), port quarantine, border inspection and isolated cases transit.

To Beijing

From low-risk areas: a negative nucleic acid test report conducted within 7 days before arrival in Beijing, a 14-day home health monitoring during which two nucleic acid tests are required on the 7th and 14th days, which are required from Jan 28 to March 15. Those who stay in Beijing for less than 14 days shall take health monitoring and tests based on the actual time in Beijing. Returnees from low-risk areas in Hebei province and commuters from areas around Beijing shall abide by latest entry policies.

From medium or high-risk areas or areas under closed management: people for whom it is absolutely necessary to enter Beijing must obtain approval of local provincial epidemic prevention and control department and hold a negative nucleic acid test report conducted within 72 hours. Returnees from low-risk areas shall have isolated observation and nucleic acid tests in accordance with Beijing's epidemic prevention requirements if their place of residence is adjusted to a medium or high-risk area after entry to Beijing.

To Tianjin

From low-risk areas: (1)returnees from low-risk areas to rural areas, or those who are engaged in high-risk work: a negative nucleic acid test report conducted within 7 days. (2)other people from low-risk areas: a green health code, normal body temperature and properly maintain self-health management.

From medium-risk areas: people for whom it is absolutely necessary to enter Tianjin must obtain approval of local provincial epidemic prevention and control department and hold a negative nucleic acid test report conducted within 72 hours.

From low-risk areas in the administrative divisions where a medium or high-risk area is located: a negative nucleic acid test report conducted within 7 days.

All returnees should have a 14-day home health monitoring during which two nucleic acid tests are required on the 7th and 14th days.

To Shijiazhuang, Hebei province

1. People from medium or high-risk areas should have a 14-day isolated observation, two nucleic acid tests, and one serum antibody test.

2. All vehicles entering and leaving Shijiazhuang should have traffic permits issued by the county or city or district epidemic prevention headquarters.

3. Interurban coaches to and from Shijiazhuang and Xingtai are temporarily out of service.

4. Returnees to Shijiazhuang are required to provide a community acceptance letter, a negative nucleic acid test result conducted within 72 hours, and register personal information.

To Taiyuan, Shanxi province

From low-risk areas: (1) people from low-risk areas outside Shanxi province to rural areas: a negative nucleic acid test report conducted within 7 days, report to their community in advance, a 14-day home health monitoring during which two nucleic acid tests are required on the 7th and 14th days; (2) people from low-risk areas in the administrative divisions where a medium or high-risk area is located or people engaged in high-risk work in and outside Shanxi province: a negative nucleic acid test report conducted within 7 days, properly maintain self-health management; (3) people from low-risk areas outside Shanxi province to urban areas and other people in the province except for those engaged in high-risk work: a green health code, normal body temperature and properly maintain self-health management.

*Measures for people from low-risk areas are valid from Jan 28 to March 8.

From medium-risk areas: a 14-day home quarantine during which two nucleic acid tests are required on the first and 14th days.

From high-risk areas: people from high-risk areas should suspend their visit to Shanxi province temporarily; those for whom a visit is absolutely necessary must have a 14-day isolated observation during which two nucleic acid tests are required on the first and 14th days.

To Hohhot, Inner Mongolia autonomous region

Returnees from low-risk areas to rural areas, including those across provinces, from low-risk areas in the administrative divisions where a medium or high-risk area is located, or who are engaged in high-risk work: a negative nucleic acid test report conducted within 7 days, a 14-day home health monitoring during which two nucleic acid tests are required on the 7th and 14th days. They must report to their community (village) or company (reserved hotel) 24 hours in advance by themselves or their relatives and friends before arrival in Hohhot; people unable to provide a report should immediately take a nucleic acid test in an eligible medical institution within 24 hours after arrival in Hohhot.

Returnees to urban areas can go to indicated sub-districts with a green health code.

From medium-risk areas: a negative nucleic acid test report conducted within 7 days, a 14-day home health monitoring or isolated observation when the conditions for home observation can't be met, 2 nucleic acid tests required on the 7th and 14th days of observation; people unable to provide a report should immediately take a nucleic acid test after arrival in Hohhot.

People from or traveling to high-risk areas within 14 days: a 14-day isolated observation and medical observation, a 7-day home quarantine or isolated observation when the conditions for home observation can't be met, three nucleic acid tests, a serum antibody test and a 14-day health monitoring after quarantine.

To Shenyang, Liaoning province

From low-risk areas: a green health code; those from low-risk areas with confirmed or asymptomatic cases should provide a negative nucleic acid test report conducted within 7 days; people unable to provide a report should immediately take a nucleic acid test.

From medium or high-risk areas: a 14-day isolated observation, a nucleic acid test every 3 days during quarantine and 7 days of health monitoring in the community after quarantine.

To Changchun, Jilin province

From low-risk areas: a negative nucleic acid test report conducted within 3 days, a health code, signing a letter of commitment for epidemic prevention and control. Those who stay in Jilin province for less than 14 days shall take health monitoring and tests based on the actual time in Jilin.

From medium or high-risk areas: a 14-day isolated quarantine, 3 nucleic acid tests.

From low-risk areas in the administrative divisions where a medium or high-risk area is located: a nucleic acid test upon arrival, signing a letter of commitment for epidemic prevention and control, a 14-day home health monitoring during which a nucleic acid test is required every 7 days.

To Harbin, Heilongjiang province

From low-risk areas: a negative nucleic acid test report conducted within 7 days.

From medium or high-risk areas: report to their community (village) or company or the hotel they are staying at, a 14-day isolated medical observation, a 7-day community health management period, three nucleic acid tests.
