MUMBAI -- At least 14 passengers were killed on Wednesday morning as a bus fell into Gobind Sagar lake in northern Indian state of Himachal Pradesh, news channel NDTV reported.

"The toll could rise as the rescue work is still on," Superintendent of Police Ashok Kumar told reporters.

The bus, which was reportedly overcrowded, was on its way from Rishikesh to Bilaspur. The exact number of passengers travelling in the bus was not yet clear.

Rescue operations are going on at the site. Most of the victims were locals, and 12 passengers have been rescued so far and rushed to the nearby hospital.

Witnesses said rescue workers had a tough time retrieving the bus from the lake.
