Yintai district in Tongchuan, Shaanxi province in Northwest China, is making great effort for livelihood projects in order to provide better living for its people, the district officials told China Daily.

As one of the national key counties (districts) for Poverty alleviation and development, said Zhao Fuxiang, the district chief, the district government paid great attention to further improve living conditions and let its people to have happy life.

The district has 230,000 people, of whom 82,000 are farmers and the local government made the apple industry as its mainstay industry in order to further increase farmers' income, Zhao said.

In 2013, the total area of apple planting reached 20,500 hectares with the total output of 239,000 tons and the output value of 960 million yuan ($158 million).

"The annual income for the farmers reached over 10,000 yuan per person averagely, and the apple industry has become the most direct, stable and reliable income source for the farmers in the district," the district chief said.

And the district also built a agricultural industrial park named Zhouling Park to improve agricultural technology and provide more jobs for farmers.

From 2012 after the park operated, some 1,000 farmers found jobs in the park and made more income by working in the park, Zhao said.

In its urban area, the district paid effort to provide more chances and preferential policies for the residents who had no jobs or laid-off workers to get jobs and create their own business.

In 2013, the district technically trained more than 900 people and provided 1,300 new jobs. In the first three quarters of this year, the average disposable income per person of urban residents was 15,480 yuan, 11 percent increased, and the average cash income per person of farmers in the district reached 6,043 yuan, an increase of 14.6 percent.

The district also paid effort to improve urban and rural infrastructures to better people's life with improved water and power supplies and well-protected environment, Zhao said.
