Development zones, which are the most active and vital regions of the province’s economic development, have a relatively superior investment environment. They generate an increasingly large share of the province’s total economic output, and are becoming the base for institutional innovation and transformation of technological achievements into marketable products. Their leading role in the economic growth has made them a window for the region’s international communication.

Xi’an High-tech Industrial Development Zone

Referred to as “Xi’an High-tech Zone” for short, it was approved by the State Council in March 1991 as one of the first national high-tech industrial development zones. It was listed by the Ministry of Science and Technology as one of the five national demonstration high-tech zones to receive focused construction during the 10th Five-Year Plan period, and has been identified as one of China’s six most dynamic cities and regions by the United Nations Industrial Development Organization. It has also been named as having an investment environment of outstanding integrity.

Xi’an Qujiang National Cultural Industry Demonstration Zone

Known as Xi’an Qujiang New District, a name approved by the Xi’an People’s Government in July 2003, the zone is a modern urban development in Xi’an with culture and tourism as its leading industry. It was awarded the title of “national cultural industry demonstration zone” by the Ministry of Culture in August 2007.
