The Northern International Shipping Center and Logistic Center is China’s new functional orientation to the Binhai New Area. East Port will be a carrier and a core serviceable area.
In October 2011, East Port issued the Implementation Plan for Comprehensive Reform of the East Port Free Trade Zone. The plan includes 21 projects under four categories of: an international ship registration system, international shipping tax, shipping finance and chartering business.
The plan specifies that it will take 5 to 10 years to shape the Dongjiang port into a well-functioned international shipping financing center to support the Binhai New Area’s development.
East Port will encourage commercial banks and insurance companies to develop offshore banking and offshore reinsurance business in the port area. It will also carry out research on the ship registration system, further the reform of international shipping tax and perfect the management of financial leasing companies.
