The 13th Five-Year Plan (2016-20) proposes enhancing and innovating social governance to build a safe China. To achieve that goal, the Party, governments at all levels, various social sectors and the public should work together to establish a new pattern of social management.
The authorities should stick to the principles of people-oriented, joint and shared development. Innovation of social governance means the Party and the government should play the leading role in this work, and also promote social autonomy and joint cooperation in order to achieve the final goal of preventing, eliminating and controlling risks. The authorities should not only actively encourage participants' enthusiasm in maintaining a safe society, but also stick to the rule of law to promote construction of a safe China.
The plan suggests strengthening social governance by establishing a national population information database. The fundamental system plays a key role in the crime prevention and social cohesion, especially for a large country with huge population like China. The public security authorities have already launched special actions to verify household registration information nationwide. Construction of other systems is also in progress.
