Policy played a huge role in the baby boom in Russia. The population growth in Russia is largely due to strings of policies that made economic sense for a family to have lots of children. For example, Russian men are entitled to take maternity leave and the government offers a bonus of 250,000 rubles (about $9,200) to women who would have a second child. I think the Chinese government should introduce more financial aids to encourage parents to have more babies.
