Crotchless pants in China

I've always wondered why the kids had crotchless pants and never had a better understanding until now. On countless occasions I've seen moms letting kids poo on tissues in the mall and I must say it was somewhat disgusting but I understood the circumstances since they're kids. My greatest concern however is the exposure in winter when it's damn freezing cold. I can barely go out without gloves but here you see kids with their little kings and queens exposed to -10 degrees Celsius, it's a crime if you ask me.
