While I wouldn't want my child's genitalia exposed to the smog, dirt and physical dangers of this world, I can accept it is cheaper and more convenient than buying and cleaning diapers for a poor family. However, that is no excuses for letting the child go to the toilet in a public place. It's not a tradition, I'm sure it's just inconsiderate and uneducated behavior.
