Editor's note: Shen Jinqiang, deputy director of the Standing Committee of the CPC Chongqing Municipal Committee, has proposed banning drivers from using a cell phone, following an accident that an elderly cyclist was hit and killed by a driver looking at his phone in Zhenjiang, Jiangsu province. Studies show that using a cell phone in a car is as dangerous as drunk driving, if not more so. What do you think? Should using a cell phone when driving be illegal? You're welcome to leave your comments.
