Economic and social development goals for the 12th Five-year Plan
The 12th Five-year Plan is a strategic part of China's economic and social development, and is equally important for developing a well-off society in Jiading, and as the international economy and environment undergo reforms, China and the district will need new technology-based reforms for economic development. Shanghai's new suburban areas have been playing a more important role and providing more resources for the city's development, integrated with the Yangtze River Delta and Jiading is going along with the trend and adjusting its development for greater progress.
I. Guiding principle
In its development, Jiading follows Deng Xiaoping's theory and the "Three Represents" in applying scientific development and expects to lead Shanghai in development transformation for overall urbanization, with emphasis on increasing the district's reforms and innovations by giving its industries more supports and better services to create more economic development advantages and give Shanghai's construction a new image.
Jiading wants to see leapfrog development in urban construction and a new character in cultural development and become a hub of Shanghai and the Yangtze River Delta, providing a solid foundation for its modernization and a well-off society.
II. District Layout
Jiading will focus on building "One core area, two wings, and four towns" with a "Two pivots, four highlands" industrial layout integrating the city and industry in relation to population, resources, and environment.
1. Land
Jiading has an administrative area of 453.2 square kilometers and, by the end of the 12th Five-year Plan period, expects agriculture to cover 168.3 square kilometers, or 36.3 percent of the total, while construction work will cover 255 square kilometers, or 55.1 percent; with the remaining 8.6 percent undeveloped. The land set aside for farming will cover no less than 197,700 hectares, with 175,005 hectares in basic arable land. The district will add 22,500 hectares of land for construction and cut 30,000 hectares of non-construction areas.
2. Population
By the end of the 12th Five-year Plan, the population is expected to hit 1.6 million, with permanent residents at about 600,000, and about 17,000 of those above the age of 60. The annual birth rate for permanent residents will reach 13,000, with an annual school age population of around 100,000. About 550,000 of the permanent residents will live in the middle of the district, 300,000 to the west, 500,000, to the south, and 250,000 in the north.
3. Layout
Core area
This is the downtown of the new Jiading area, planned for 122 square kilometers of land, including 77.6 square kilometers for urban construction. It isd expected to be Jiading's political, economic, and cultural center.
Two wings
The Anting area is one of the district wings, with a planned area of 89 square kilometers, including 55 sq k for urban construction, and an International Automobile Town that integrates urban and industrial functions. The Nanxiang and Jiangqiao areas are the other two, with a designed area of 76 square kilometers, including 42 sq k for urban construction, and a new-type of urban, multi-function layout.

Four new towns
These are Waigang, the North industrial zone, Xuhang, and Huaxing, which are designed as public service centers for 38 sq k of urban construction, with community areas to the north that will gradually be moved to the center of new Jiading.
