What Jiading government has done in 2019
Facing a complicated international situation and an array of challenges transforming its structure in 2019, Jiading nevertheless gave top priority to steady growth and has long showed much resilience in seeking economic and social development.
1. Pursued a stronger economy and development foundation
Sped up the implementation of "three major tasks and one major platform"
Jiading has promoted strategic cross-regional cooperation throughout the Yangtze River Delta (YRD) region by forging collaborative ties with Suzhou, Jiangsu province, Wenzhou, Zhejiang province, and Wuhu, Anhui province. It has also launched a private equity fund of 10 billion yuan ($1.4 billion) for industrial upgrading in the YRD region.
By hosting the second scientific technology fair for the YRD region in September, Jiading helped local companies deal with over 500 technical difficulties and promoted over 200 tradable patents to the public.
Five enclaves designed for scientific and technological innovation were set up in Jiading and Wenzhou and licenses for business operations can be accepted and issued at both locations.
Jiading has carried out institutional innovation in the free trade zone and optimized its cross-border e-commerce and comprehensive service platforms.
Built a world-class automobile industrial center
Jiading rolled out a new development plan in 2019, attracting a number of industries and major projects. It completed construction on the SAIC Volkswagen MEB electric plant and the global headquarters of Fairmont Designs.
Jiading also began focusing on green energy and built a hydrogen-oil energy station, made development plans and implemented supporting policies for a 2.15-square-kilometer hydrogen port, and attracted leading auto enterprises such as Toyota and Great Wall.
The World Intelligent Connected Vehicles Conference, which took place in Jiading in 2019, saw a number of ICVs receiving licenses and the world's first 5G-based intelligent transport system being put into operation.
Improved innovative capabilities
A third-year plan to build a scientific and technological innovation center was implemented, and Jiading renewed its cooperation with the Shanghai Branch of the Chinese Academy of Sciences.
It is estimated that by the end of 2019, Jiading was home to over 1,400 high-tech companies, and it had licensed over 16,000 patents and applied over 10,000 patents.
A total of 18 "high-level" skilled workers, as decided by the central and municipal governments, were recruited to Jiading, as were 289 professionals involved in entrepreneurship and innovation. A total of 88.67 million yuan was allocated to these workers to help them rent or buy houses.
Emerging industries showed strong development
Jiading focused on the integrated circuit and health service industries and started construction on an industrial park for intelligent sensors. It also accelerated the development of a number of other parks, including an industrial park for precision medicine in Nanxiang.
Moreover, four emerging industries in Jiading – integrated circuits and internet of things, new energy vehicles and automobile intelligence, high-performance medical equipment and precision medicine, and intelligent manufacturing and robotics – realized an annual output value of 49 billion yuan, growing 7 percent year-on-year.
In addition, six private enterprises set up regional headquarters in Jiading.
Pursued further economic development
Jiading is estimated to have brought in $3 billion in contractual foreign investment in 2019 (a year-on-year increase of 18.2 percent), of which $1.1 billion was paid in (a year-on-year increase of 65.4 percent).
Eight projects were approved for expansion by the local government, under the condition that they don't increase floor space. This allowed them to increase their production capacities and generate over 4.59 billion yuan in annual revenue.
A total of 29 projects received a municipal support fund of 190 million yuan, and from January to November 2019, investment in technical improvement reached 8.55 billion yuan, up 45.1 percent year-on-year.
2. Optimized urban layout with beautiful landscapes and complete infrastructure
Carried forward rural revitalization strategy
Living conditions for residents in 58 villages were improved, along with 1,218 rural families having been relocated to centralized residential areas. A group of affordable houses, sponsored by the local government, were being built.
Dayu Village was listed in the first batch of key national villages for rural tourism, and grapes ripening in Malu town were ranked as characteristic Chinese agricultural products.
Improved local infrastructure system
Following a comprehensive district plan, Jiading has detailed its planning for three towns, represented by Jiangqiao, as well as plans for key areas, such as an intelligent science and technology innovation town.
Public transport was enhanced by opening two new bus lines, adjusting 13 present ones and connecting Kunshan and Taicang cities in Jiangsu with four bus lines. Progress was also made in completing Metro Line 11’s Chenxiang Highway Station, advancing the Jiading section of Metro Line 14, and finishing the major structure of Shanghai-Nantong Railway Phase One Jiading section.
Garbage sorting in full gear
Garbage sorting has been carried out in 758 residential communities and 111 villages. Shops along the 151 streets in Jiading can enjoy drop-in garbage collection services.
Continued to improve the environment
By fully rolling out the seventh three-year environmental protection plan, Jiading saw 280 days of good air quality in the first 11 months of 2019, and the mean concentration of PM 2.5 decreased by 10 percent year-on-year.
Squatter settlements covering 130 square meters were torn town, along with the district opening 333 hectares of ecological corridors, 43 ha of forests and five new parks to the public.
