"In recent years, Qingyuan has led to establish an inter-district mediation and coordination mechanism with Guangxi province and Hunan province. The mechanism fully meets the requirement of the Central Committee of the Communist Party of China and Ministry of Justice, and has been made a great process at present." Wang Chengkui, deputy head of the Department of Justice of Guangdong Province, told the journalists.
Qingyuan is located in the northwest Guangdong province and in the junction among Guangdong, Guangxi, and Human province. In the past, a series of civil disputes often occurred in the junction area and seriously affected the social stability and people’s normal life.
Ge Changwei, secretary of the CPC Qingyuan municipal committee, said Qingyuan is paying close attention to the inter-district mediation and coordination mechanisms and has successfully solved 15 dispute cases since November 2011.
Since 2010, the Qingyuan Judicial Bureau has led to establish the "Inter-district Mediation and Coordination Mechanism among Guangdong, Guangxi, and Human provinces" with judicial bureaus in Guangxi and Hunan provinces. According to the mechanism, the three provinces have set up a united leadership group and office to deal with disputes in the junction area. Local conciliation committees have also been established in villages and towns which are responsible for information collection, transmission and feedback.
In the meantime, regular meeting systems and united conciliation committee systems have been built among judicial administration departments in Guangdong, Guangxi and Hunan provinces. The system is convenient for officials to share information and exchange ideas.
Chen Jinpeng, Director of Qingyuan Judicial Bureau, said many residents in the junction area are neighbors or relatives from the same village or town. When disputes happened, it is hard for the judicial department to deal with the cases because of different administrative subordination problems. Since the establishment of the mechanism, judicial departments can better solve the disputes with the coordination of other two provinces.
A driver from Hunan province made a dispute caused by a parking fee and was hurt in this dissention in Guangdong province in November 2011. The victim’s family appealed for help from the local government. The judicial departments in Human and Guangdong provinces received the information and made a united decision immediately. With the coordination between the two provinces, the dispute was solved quickly.
Zeng Xianlin, deputy Mayor of Qingyuan, told the journalists that a standard operation system has been established to implement the inter-district mediation and coordination mechanism. The operation system includes dispute prevention, investigation and resolution. The government will make every effort to ensure the social stability in the junction area.
