The city of Xinmin, in the middle of Liaoning province, 60 kilometers to the west of Shenyang and under Shenyang's jurisdiction, covers a 3,318-square–kilometer area and has a population of 670,000. It is an economic, transportation, and resource center for the area between Shenyang and Fuxin, with many expressways and national and provincial highways.

It is also rich in resources, with its petroleum and natural gas covering a 700-sq–km area. It has 300 million tons of geothermal water reserves, with the temperature around 65 degrees Celsius, quite suitable for health spa use and it has a solid agricultural basis, with an annual grain output above 1 billion kilograms, and fruit and vegetable output above 5 billion kilograms.

Xinmin's New City, to the east of the downtown area, has a planned space of 23 sq km, with 10 km of that work finished as a province-level development zone, where the focus is on bio-medicines, health care products, health food, fine chemicals, pharmaceuticals, pulp paper, and mechanical, electrical, and metallurgical products. It currently holds around 100 enterprises, such as the Jinguang Group, Double-Crane Pharmaceutical Co, Sanjiu Medicine, Xiuzheng Medicine, Fahrenheit Medicine, Lvzhou Pharmacy, Dongxin Medicine, Panpan Food, Chengda Food, and Dongjin Chemical, with around 40 medicine companies.

Its Hutai New City is to the west of Shenyang, 9 km from the downtown area, where the focus is on packaging and printing, equipment manufacturing, and trade and logistics. it currently holds nearly 100 enterprises, such as Outlets, Xiuzheng Logistics Co, Longshida Steel Structure, Great Pump, Zhongyou Feed, Xnhuaheng Color Pinting and Packaging, and Fulai Soy Products.

The town of Qiandangpu, 45km to the west of Shenyang and 30 km south of Xinmin, is a well-known town of lotuses, where the Qiandangpu Fresh Fish Wholesale Market is one of the Top 20 aquatic products markets nationwide. There is also Shenyang’s electrical lighting industrial cluster and 30 large enterprises, with an annual production value of nearly 3 billion yuan.
