This district, one of five in the city of Shenyang, marks the revitalization of northeastern China's old industrial base and contains the Shenyang Economic and Technological Development Zone. The New District covers a 488-square-kilometer area and has a population of 1.16 million. It is a development demonstration for Old Industrial Base Adjustment and Reconstruction & Equipment Manufacturing, a UN Global Livable Unban Area Demonstration site, a National Sustainable Development Experimental Zone, and a New Industrialization Industrial Demonstration Base. The district has certain infrastructure advantages, with a daily water capacity of 40,000 tons, water storage capacity of 45,000 cubic meters, gas capacity of 40,000 cubic meters per hour, and two power substations with a capacity of 150mw per hour, and has spent 9.7 billion yuan on infrastructure, expansion, and reconstruction.

The Shenyang Economic and Technological Development Zone got its ISO14001 International Environmental Management certification and ISO9001 National Quality Management certification, in 2000, and has government service agencies that meet international standards for customs, commodity inspections, administration, and taxation, along with accounting firms and notaries to provide convenient, fast, efficient services. These cover an entire range, from project approval to construction to production, creating a good environment for project and enterprise development.

Tiexi New District can rely on human resource in both Shenyang and the zone, thanks to two universities, seven research institutes, 11 technical schools, and 10,000 professionals from various fields and 200,000 qualified industrial workers. Tiexi's BMW factory covers a 2-sq–km area and went into operation on May 24, 2012, at a cost of 1.5 billion euro. Its leading products are the new Series 3 and X1 automobile. In 2012, it produced 41,101 automobiles, and has plans to manufacture 100,000, in 2013, and 200,000, in 2014. Over the next five years, it plans to improve its production capacity to 300,000 to 400,000 annually. BMW has started construction work on an engine plant with an annual production of 800,000 engines, which will be BMW's largest auto manufacturing base. BMW has a New Town to meet its development needs, with a planned area of 40 sq km and expects to attract the world’s top auto parts manufacturers to cover the complete automobile chain from manufacturing to shows and Expos to automobile culture with an international community.
