Huanggu district, located in the north of Shenyang city, Liaoning province, is one of the five urban districts of Shenyang city, covering an area of 66 square kilometers and having a population of 1.17 million. It is the central administrative area as well as cultural and educational area of Liaoning province. The Liaoning Provincial People's Congress, the People's Government of Liaoning Province, the Liaoning CPPCC, the Liaoning Provincial Military Region and other major provincial authorities are located in the district.
Huanggu district has a three-dimensional transportation network extending in all directions. It also has 12 traffic truck roads and Shenyang subway Line 2.
The Xinle Site, which is an ancient culture site from the Neolithic period about 7,200 years ago, is located in Huanggu district. There are also the amala bare Stupa, cultural heritage in Liao Dynasty, with nearly a thousand years of history, and Zhaoling Mausoleum, a world heritage from the Qing Dynasty (1644-1911).
It has more than 30 universities and colleges under the subordination of the central governmental ministry, and of provincial and municipal-level, and provincial-level experimental middle school and key primary and secondary schools; It has the Chinese Academy of Sciences and more than 30 provincial and municipal research institutes. It is home to nearly 30 news agencies and cultural organizations, and enjoys the Great Shenyang Science, Education and Culture District reputation. Lotte World, with a total investment of 14 billion yuan, and the Shenyang Tiandi project, with a total investment of 8 billion yuan, are both adjacent to Shenyang North Railway Station. They will become high-end business collection areas integrating boutique business, high-end shopping, leisure and entertainment.
In 2011, the actual foreign investment of Huanggu district reached $344.6 million. Foreign exchange through export was $94.8 million, and finished domestic investment reached 7.21 billion yuan.
In October 2012, the Huanggu District North Station North Financial and Business Gathering Zone was formally approved to be incorporated into the northeast regional financial center. The planning area of the North Station North Financial and Business Gathering Zone is approximately 2.5 square kilometers. Currently, Huanggu district has successfully attracted AVIC Groupama Insurance Co and Cheonan Insurance Co to set up headquarters. Deutsche Bank, China Everbright Bank, Industrial Bank, Bank of East Asia and Dalian Bank have established new branches and sub-branches in the district.
