The Shenyang government decided to build a Shenyang Automobile City in the district back in 2010, with planned area of 70 sq km, with automobile and parts manufacturing, design, exhibits, and services and it has developed its commercial and real estate business in conjunction.
The Automobile City accounted for 80 percent of the Shenyang's total automobile production, by 2013, and 92 percent of its total automobile output value. The Automotive City has an industry cluster with plants for Brilliance Jinbei, Brilliance China, Brilliance BMW, and Shanghai GM Beishengs and dozens of parts manufacturers, 4S shops and spare parts distributors.
The Automobile City expects to benefit from special municipal government policies for land fees and infrastructure for industrial development and, at the same time, has attracted some global partners, such as Germany's Würth Industrial Park, Draexlmaier Automotive Wiring Harness, and Posen Exhaust Systems, France's Valeo Group, Switzerland's Autrepart Group, the US's Johnson Car Seat, Japan's Sanyo, Sanden, and Hitachi, and South Korea's Posco.
To encourage high-tech industrial development, the district has established ways to bring in venture capital for support and has promoted the development of the China-South Korea Technology Industry Base, Automobile Technology Park, Chenlong Technology Park, medical and pharmaceutical technology bases, a software and service outsourcing base, a software and services human resources training base, and a vehicle engineering application training base, with related policies.
