The Togtoh Industrial Park, a pilot of third-party environmental pollution treatment reform in Inner Mongolia’s Togtoh county, is advocating the PPP model for environmental pollution treatment. To date, a full-fledged waste water treatment system was established thanks to a partnership with private and non-governmental enterprises.
PPP means Public-Private-Partnership, which encourages the privately-owned and non-governmental enterprises to cooperate with governments for the construction of public infrastructure.
