Zhang Zuolin was elected acting mayor and deputy mayor of Changsha county at the 29th meeting of the 16th People's Congress Standing Committee in Changsha county, Hunan province, on July 5, 2016.

Zhang was born in Lianyuan, Hunan province, in October 1971. He has a bachelor's degree in history and became a member of the CPC in June 1995. He was a member of the standing committee of the Liuyang Party Committee, and executive vice mayor of Liuyang, from December 2013 to June 2016.

Zhang Qinghong had earlier resigned as county mayor, but still serves as the deputy chief of the Changsha National Economic and Technical Development Zone Party working committee and deputy director of the zone's management committee.
