This project is in the above-mentioned town of Langli, which has seen rapid development in recent years but its facilities in older parts of the town are way short of what is needed for development. So, the town government plans to maintain its existing cultural, historical sites, such as Liuyang River and Taogong Temple, while developing a greener water town.

The local government is looking for co-developers for the construction work, which gets help from favorable Changsha county government policies for service development.
