Hebei province needs to develop while focusing on green construction, structural adjustment, reform, innovation and people's livelihood in 2014, said Zhou Benshun, secretary of the Hebei Provincial Party Committee, on Jan 8.

Zhou made the statement at the Second Session of the 12th Hebei Provincial People's Congress while reviewing the government work report with representatives from Zhangjiakou, Hebei province. Zhou added that the government should carry out work to build a well-off and rich Hebei province with picturesque scenery.

Zhangjiakou representatives presented suggestions and proposals in many sectors, including the improvement of the rural environment, development of folk cultures, special education, transformation of iron and steel enterprises and ecological efforts.

Listening to the suggestions, Zhou said Zhangjiakou should persist on the path of environmental growth, attaching importance to both development and ecologic progress.

To develop in a green way, the city should transform industries with high consumption, high pollution and poor economic results, especially the steel, cement, glass and coal industries. The city should also reduce excess production capacity.

In addition, reform and innovation play an essential part in the city's rise. Only through high-level reform, innovation and openness, can the lagging city catch up with developed cities. Meanwhile, Zhangjiakou should seize development opportunities and establish connections with Beijing in areas such as talent, technology, market, capital and projects to realize sound and fast development.

Zhou also stressed the importance of people's livelihood, which is the ultimate focus of government work. He said the government should benefit the people; work to increase income; and provide better public services in education, medical treatment, employment and social security.
