Hebei province is planning a training project for around 100,000 participants every year, to 2020, to provide more talented personnel for its economic restructuring, with the focuses on professionals and technicians from key fields such as steel, petrochemicals, bio-pharmaceuticals, new materials, the ocean economy, IT, energy, and the major service industries such as modern logistics, e-commerce, consulting, food safety, and tourism.

After the training period, the more talented personnel with stronger, more independent, innovative abilities will play a role in improving the economic structure to make the province more productive and sustainable.

The development plan calls for the first two years to be an expansion period in all these fields, followed by a four-year period, 2016 - 2020, to continue the training. Then, in 2020, the government will assess the people who received the training. There will be at least 30 provincial training programs and five national programs every year, from this year, to give the participants the ability to tackle tough production, research, and frontier development problems. There will also be short-term training every year, to teach 28,000 people more technology.
