Business talks between the cultural industry and Beijing colleges, along with a signing ceremony, were held in Beijing on August 3 in hopes of improving China's cultural innovation capability. Leaders from national ministries, research institutes and institutions for higher learning attended the ceremony.

During the ceremony, attendants watched "The Power of Culture", a feature film promoting the development of Hebei culture. People in charge of the project from relevant departments in Hebei as well as from colleges in Beijing exchanged their views and signed 11 cultural programs.

The programs include strategic partnership agreements between the following entities: the Provincial Radio and Television Bureau and Communication University of China; the Hebei Press and Media Group and the Beijing Institute of Graphic Communication; and the Hebei Radio and Television Information Group and the Institute of Economic Research at the Chinese Academy of Social Science. The Chengde Municipal Publicity Department and the Institute of Cultural Development of the Communication University of China signed strategic partnership agreements promoting cultural development. he Tanghai Fourth Agriculture and Institute of Cultural Development of the Communication University of China will cooperate in building the Caofeidian digital media park. The Kailuan National Mine Park Management Center and the Institute of Display Art at the Art Department of Tsinghua University signed cooperation intentions. The Chengde Green World Activated Carbon Company and the Research Center of New Economy and New Industry at Tsinghua University will cooperate in developing cultural products of activated carbon. The Shijiazhuang Anime Society and Beijing Film Academy will cooperate in building 3D films. The Hebei Yuehai Instruments Company and China Conservatory will build music training bases cooperatively. The Hebei Han'ding Cultural Development Company and Chinese Information Association will cooperate in building the Chinese Characters Navigation Learning Platform. Lastly, the Provincial Culture Department and Hualu Press and Media Company signed strategic partnership agreements.
