Hebei province finished construction of 16,130 low-rent apartment complexes, 31.2 percent of the whole-year target of 51,664, at the end of June, the Hebei Youth Daily reported.

Hebei plans to complete construction of the remaining 35,534 low-rent apartment complexes by the end of this year.

Hebei's provincial government managed to get funding to build 65,730 low-rent apartment complexes during 2008 and 2009. Construction has begun on all of the proposed complexes.
