The Hebei Standing Committee of the People's Congress reported adopting 15 local laws and regulations, including four new laws and regulations. The committee also passed two amendments, and nine rules and regulations.

The committee gave priority to legislation aimed at saving energy and reducing harmful emissions. The committee’s Regulation on the Reduction of Pollutants Discharge was enacted to strengthen control and management of the discharge of pollutants. The Regulation on Energy Conservation in Civil Architecture requires that “energy saving” labels be applied to civil construction projects.

To deal with issues such as the unbalanced distribution of free education resources and the unemployment of graduates, the legislative body issued Measures for the Implementation of Compulsory Education Law of the People's Republic of China in Hebei and Measures for the Implementation of Employment Promotion Act in Hebei.

Another focus of new regulations was on allegations of corruption linked to national construction projects. The Audit Regulations on National Construction Projects in Hebei Province state that any financial transactions related to national construction projects should be supervised by auditing offices.
