Many hospitals in Guiyang face a shortage of birth certificates partly due to an increase in the number of newborns, Beijing Youth Daily reported on Wednesday. The National Health and Family Planning Commission, the only authority to print the certificates, said relaxation of the family planning policy, which allows a couple to have two children if one of them is a single child, is one of the reasons for the increase. Another is that the old version of the certificate will no longer be issued, starting in January. The commission said it has allocated more certificates to hospitals in the city.
