According to the report "Best-Performing Cities China 2018: The Nation's Most Successful Economies" released by the Milken Institute on Sept 10, Guiyang and Anshun of Guizhou province rank top 10 on the list.
The Milken Institute is an independent economic think tank based in America which releases the best-performing cities report every year. The report analyzes demographic trends, trade relations and capital flow and promotes cooperation between public and private organizations.
The report is based on job growth, wage growth, gross regional product (GRP) per capita growth, foreign direct investment (FDI) growth, FDI/GRP rate, and location quotient (LQ) for high value-added industry employment.

According to the report, Guiyang ranks fifth among first-and second-tier cities in China, while Anshun ranks 10th among third-tier cities, the first time that the city has ranked in the top 10.
Relying on the big data industry, the GRP per capita in Guiyang grew 113.71 percent over the past five years, higher than the top-ranking city, Shenzhen, which grew by 51.61 percent.
Meanwhile, Anshun is becoming the economic center of Guian New Area and the central Guizhou economic circle and a transportation hub in west Guizhou with the opening of the Shanghai-Kunming High-speed Railway.

In addition, with its abundant tourism resources. such as the popular Huangguoshu Waterfall, Anshun attracts a large number of tourists every year and has been developing rapidly in recent years.
Thanks to targeted poverty alleviation and industrial revitalization policies, the gap between Guizhou and developed areas is disappearing. During the past five years, Guizhou has helped over 6.71 million people overcome poverty, with the rate of poverty being reduced from 26 percent to less than eight percent.
