Fujian keeps up big talent recruitment scheme

Fujian province has earmarked a 94 million yuan ($15 million) for recruitment of elite professionals, according to fjsen.com on Monday.
The money will be spent as subsidies for top-performing teams and prospective entrepreneurs and innovators, based on the so-called “100 Talents Plan”.
Fujian has been financially supporting the plan since 2010 to boost science technology, industrial upgrading, cultural prosperity and social development.
A qualified team included in the scheme will get 3 million yuan as subsidy, and qualified individuals can obtain 1 to 2 million, depending on whether or not they have an overseas educational background.
So far, Fujian has attracted 354 elite professionals and 50 innovation teams through the scheme.

Fujian released an incentive package in early July to attract more professionals to the Fujian Pilot Free Trade Zone (FTZ), reported people.com.cn.
The 14-point plan is to provide comprehensive service and incentives concerning career startups, living and innovation, said Yang Guohao, deputy director of the Fujian Party Organization Department.
The measures include tax breaks, land support, financing services, operation subsidies, and traffic convenience as well as fostering local professionals.
The Fujian FTZ, inaugurated last April,has three parts in Fuzhou, Pingtan and Xiamen.
Fledging enterprises in Fuzhou and Pingtan FTZs will see their rents exempt or slashed for the first three years based on the plan.
Qualified projects will receive up to 2 million yuan ($322,400) loan interest subsidies and 4 million yuan bond interest subsidies. Key scientific projects will be offered up to 1 million yuan as operation support, and 100 million yuan as public platform support. Scientific business incubators will get subsidies of up to 1 million yuan.
Professionals may apply for public housing loans three times larger than the universal standard. Fuzhou and Pingtan will provide free one-year rental houses to fresh graduates from top-tier colleges.
Top professionals who decide to settle down in Fujian will get subsidies ranging from 250,000 to 2 million yuan. They will enjoy preferential policies in medical insurance, spouse employment and children’s education.
Top foreign professionals can apply for a Foreign Expert Certificate valid for up to five years, and will enjoy more convenience in application of visa and residence permits.
Fujian will also roll out lucrative job subsidies for CEOs of scientific enterprises and prize money for scientific researchers with outstanding performance.
