Changchun New Area announces ambitious development plan
Changchun New Area of Changchun, the capital of Northeast China's Jilin province, has set its goal for the next five years: to develop into an area with 300 billion yuan ($46.38 billion) of annual industrial output with 800,000 permanent residents. Local officials announced the target at a press conference held on Jan 18.
By 2025, Changchun New Area will strive to form an economic system and development model supported by innovation and become an important engine to promote a new round of revitalization and development of the province. By 2035, it will become a modern area with high-end industry, active innovation, openness, inclusiveness and ecological livability.
The area will achieve its goals by striving for early approval to become an independent innovation demonstration zone.
During the 14th Five-Year Plan period, it will build 200 R&D institutions at or above the provincial level, cultivate more than 1,000 high-tech enterprises, introduce 50,000 talents and promote the listing of 20 enterprises.
It will strive to build a "4+1+n" industrial system with biomedicine, information technology, aviation and aerospace as its leading industries, modern service industry as the support, and new materials and modern agriculture as the supplement.
The plan is to promote the output value of the area's leading industries to exceed 300 billion yuan at the end of the 14th Five-Year Plan period.
At the same time, it will deepen reform and innovation to create a first-class business environment. It will also promote the integration of industry and the urban living environment and build a green, intelligent and modern new city.
According to officials at the press conference, Jilin province will strengthen financial support, financial services, land-use support and talent support, and release policy measures to empower Changchun New Area's development.
