Changchun New Area in Changchun, capital of Northeast China’s Jilin province, on Feb 25 announced 22 specific measures – designed to deepen reform and innovation and promote high-quality development in the area, according to local officials.

They said they will cover five main aspect: deepening reforms of the management system, innovating the development modes of industry, deeply implementing an innovation-driven strategy, comprehensively deepening the opening up and further promoting city-industry integration.

Under the measures, reforms of commercial system will be promoted – meaning that the area will promote handling business affairs online, including industry and commercial registrations, seal engravings, applications for invoices and opening of corporate bank accounts.

In a bid to develop a distinctive local business culture, the area will encourage entrepreneurial incubation, capital expansion, moves towards share market listings and help companies solve their difficulties. It will also encourage enterprises to focus on innovation.

To ensure implementation of the measures, the area will move to attract more key projects, aiming to introduce 130 industrial projects in the year.

The area will also promote its opening up, help to improve enterprises’ innovation capabilities and financial service abilities, and introduce more highly skilled professionals, according to the announcement.
