Legislation gives authority to reform

Commenting on the relationship between reform and legislation, Fu Ying, spokeswoman for the National People's Congress, said legislation provides legislative authority for the reforms. To avoid instability when launching major reforms, Fu said, the NPC usually conducted some experimental reforms in certain areas first before making it nationwide law. One recent example was the abolition of some land use regulations in 33 areas and the change will be expanded if it works well.
