Political advisers active in putting forward proposals

National political advisers submitted nearly 5,900 proposals in 2013 and 5,400 were accepted by governmental departments, an official with the top political advisory body said on Tuesday.

The Chinese People's Political Consultative Conference serves as a key mechanism for multi-party cooperation and political consultation.

Its national committee has tried to ensure the proposals are implemented while promoting consultation among related ministries and CPPCC members, said Sun Gan, chairman of the subcommittee of the 12th CPPCC National Committee for handling proposals.

Last year, the subcommittee organized seven consultative meetings on certain proposals, inviting 124 CPPCC members and officials from 25 government departments to join the discussions.

The proposals covered a wide range of topics including urbanization, pollution control and legislation for the protection of online personal information.

The subcommittee has also improved the mechanism to select key proposals and implement them, said Sun.

In promoting an eco-conscious society, non-Communist parties and CPPCC members have made more than 480 proposals in this field.

The subcommittee conducted surveys on the protection of forests, grasslands, wetlands and lakes. Its suggestions on ecological protection were adopted at the Third Plenary Session of the 18th Communist Party of China Central Committee held in Beijing in November.

So far, the CPPCC National Committee has replied to 5,396 proposals, accounting for 99.8 percent of the total. Some 24.2 percent of the proposals have been resolved or adopted, Sun said.

This year, the central committees of the non-Communist parties and the All-China Federation of Industry and Commerce are planning to submit more than 300 proposals on issues such as financial and tax reforms as well as local government debts, he said.
