生态保护红线 ecological red line

十八届三中全会首次提出要健全自然资源资产产权制度和用途管制制度，并重申划定生态保护红线，实行资源有偿使用制度和生态补偿制度，改革生态环境保护管理体制。

In the communique, a clear proposition of the "ecological red line" was put forward for the first time. The Chinese leadership urges the drawing of a "red line" for ecological protection and the implementation of a system of paid use of resources and ecological compensation.

公报首次明确提出划定“生态保护红线”。中国领导人敦促划定生态保护的“红线”，实行资源有偿使用和生态补偿制度。

Ecological red line就是“生态保护红线”，划定区域包括ecologically sensitive areas（生态敏感区）、ecologically vulnerable areas（生态脆弱区）和ecologically functional zones（生态功能区）。

划定耕地红线是为了保障food security（粮食安全），划定生态红线是为了保护国家的ecological security（生态安全）。除了划定生态红线区，全会还指出要实行paid use of resources（资源有偿使用）和ecological compensation（生态补偿）的制度。
