Sober-minded, firm in politics, pragmatic in style of work

An arduous mission with a strenuous task require all people in the Party to be vigilant in the time of peace and increase their sense of anxiety or urgency, to remain modest and prudent, guard against arrogance and rashness, to keep up learning and working diligently, to enhance their unity and take the overall interests into account, and remain sober-minded, firm in politics and pragmatic in their style of work. These requirements constitute a clear-cut, unequivocal demand set forth by Party General Secretary Hu Jintao in his speech of June 25 delivered at the Party School of the Communist Party of China (CPC) Central Committee in Beijing.

The sense of anxiety means a sense of urgency, or responsibility or mission. It is all the more crucial to foster a sense of urgency (or anxiety) when the situation is favorable. Our cadres, leading officials in particular, must be vigilant in peace time with a heightened sense of urgency; they should always remember the fact that ours is a developing nation, bear in mind China's national condition at the primary stage of socialism and keep up the morale of being dynamic and pioneering.

Guarding against arrogance and rashness poses an inexorable demand for us to attain our lofty cause. To date, China has expanded its aggregate demand and aggregate supply and improved its materials conditions than ever before, but the livelihood of its people is not affluent, and a lot of things still need to be done in the national construction, and so we have to get ourselves fully prepared to go in for arduous struggles for a long period of time. At any time and in any circumstance, we should keep "Two Musts" firmly in mind and remain modest and prudent, guard against arrogance and rashness, work harder still and retain the true political qualities of the Communists.

Learning represents a vital path to enhance one's ability and raise one's quality as well as the crucial basis to do all types of work well. Faced with the new situation and new tasks, it will be difficult for one to fulfill the mission he or she undertakes and even harder still for him or her to establish himself and herself in this era, if he or she does not pay attention to learning, or is not good at learning or fails to improve himself in the course of learning or during his or her work. One has to foster a concept for a life-long career of study resolutely, learning from both books and practice and translating what he has learned into ideas to plan his work, measures to press ahead with his work and ability to improve the skills of leadership. Only by learning seriously and conscientiously, can one continue to emancipate his mind, adhere to the reform and opening to the outside world, spur scientific development, and promote social harmony, so as to devote all his or her wisdom and strength to the cause of the Party and the people.

For such a big Party as the CPC and such a big country as China, if the overall situation of the Party and the entire country has to be safeguarded or some feats have to be achieved or the harmony of society has to retained, it won't do without unity and without taking the whole situation into consideration. So it is imperative to unflinchingly foster the concept of taking the whole of China as an overall chess game, keep in mind the concept of proceeding from overall public interests, subordinating the parts to the whole and minor reasons to big reasons, so as to ensure the implementation of work plans of the Party and the government.

Unity in itself is power. Leading officials at various levels, and the principal leading officials in particular, should take the lead in carrying forward democracy, and be ready to solicit various kinds of views or opinions, including those views differing with theirs, accept supervision consciously, be good at arousing the enthusiasm of others, unite with every one to work together and give full scope to the concerted forces of a leading body, in a bid to jointly create a situation in which people work assiduously, agreeably and vigorously and with one heart and one mind.

To Remain sober-minded, and be firm politically and pragmatic in style of work is related very closely to the reality at present. This is the crux of matter in realizing the cause of the CPC when we are now faced with a complicated environment with stark challenges and the intrinsic demand for the Communists in China to retain their advanced character in the new situation. We should have a clear understanding of the importance of the "Four Perseverances" and carry out the political requirements of the "Four Perseverances" earnestly. Let us rally still more closely round the Party Central Committee with Hu Jintao as the general secretary, study and implement in a penetrating way Hu's important speech delivered at the Party School and greet the upcoming 17th CPC National Congress slated for coming October with concrete deeds.
