Yan said poverty relief will be a priority during the 13th Five-Year Plan. The ministry will step up highway construction, improve transportation condition, especially in less developed regions, and support industrial development such as tourism and green economy.The government will expand the scope of poverty relief from 680 to 1,157 counties, accounting for 41 percent of the total.
