About 13.1 million people entered the labor market in 2013, a rise of 440,000 compared with the previous year, according to data made public on Friday by the Ministry of Human Resources and Social Security.
The urban registered unemployment rate stood at 4.1 percent, Li Zhong, the new spokesman for the ministry, told reporters at a news conference in Beijing.
He said the ministry will prioritize employment for university graduates and migrant workers this year.
