They said the blast occurred near the Ministry of Health. There were no further details.

The attack, which followed a rocket blast that killed seven people on Sunday, comes as Prime Minister-designate Jawad al- Maliki starts the daunting task of forming a national unity government that many see as the best way to avert civil war.
