An increasingly important economic player, Zhongshan in Guangdong province has formulated a comprehensive plan to attract more talented people.

According to the Zhongshan Talent Bureau, Zhongshan'a major policy guiding reform involves removing barriers in policy and regulations to offer equal treatment to both local talent and those at home and abroad.

Zhongshan Talent Bureau, a governmental department that overseas the city's human resource management, plays a key role in this initiative.

Its main deputy includes compiling annual regulation and work report, carrying out talent policy measures released by the State, provincial and municipal government, offering services to overseas talent, and coordinating the city's talent recruiting projects.

Zhongshan, famed for its well-develop industry structure, also has a beautiful natural environment.

With an extensive public transportation system, Zhongshan has become an ideal place to both start up business and also live.

Since the reform plan began in 2010, the city has recruited some 170,000 employees in different industries, according to the statement.

To retain talent for the longterm, it inventively adopted brand building in its recruitment.

The city launched the Top Talent Networking Zhognshan, a human resource festival in March with forums, city tours and job fairs alongside its annual business and trade fair.

The festival attracted more than 26,000 people from around the world, over 1,000 enterprises and institutions, as well as some 30 universities, according to the statement. Fifty-nine contracts were inked during the event.

The city also has a substantial "hardware"-services and facilities to add its appeal.

There is a service center dealing with almost all the procedures for top talent to settle in the city, including application for an allowance, household registration help and professional title assessment.
