The average salary for teachers should not be higher or lower than civil service salaries, according to a document issued by the provincial government office of Anhui on Tuesday, anhuinews.com reported.
The document also changed the tenure system of teachers to employment under contract. All teachers at primary and middle schools should take examinations for teaching certificates and be registered every five years.
Teachers will be "shared resources" and not be restricted to a certain school and schools can employ teachers according to their needs, the document said.
Teacher ethics will be a priority in evaluations, according to the document.
