PLA to rein in extravagance

The People's Liberation Army has pledged to tighten the management of its expenditures amid a nationwide movement to curb waste and extravagance, Chinese media reported on Sunday.
A regulation jointly issued by the General Staff Headquarters, General Political Department, General Logistics Department and General Armament Department lists 17 specific instructions on the spending on items including construction, procurement, conferences and receptions, and overseas trips, according to PLA Daily.
The PLA must prioritize military training, development of new weapons and recruitment of talent when allocating its funding, the regulation states.
It also requires tighter scrutiny and management of bank accounts and the flow of funds, the report said.
