Hu urges Party to implement CPC congress arrangement

BEIJING - Hu Jintao on Friday said the report to the 18th National Congress of the Communist Party of China (CPC) is a political manifesto and program of action, and urged the Party to implement the arrangements made by the congress.

Hu made the remarks when joining a panel discussion of delegates to the Party congress from Jiangsu Province.
The report is a political manifesto and program of action to achieve new victory for socialism with Chinese characteristics under new circumstances, Hu said.
"We shall take the study and implementation of the essence of the 18th congress as a new starting point, fully realize our responsibility and mission, and strive to make new and greater progresses in advancing the great cause of socialism with Chinese characteristics," he said.
In the implementation, Hu said, new breakthroughs are needed in accelerating the change of the economic growth pattern and deepening reform of key areas and crucial links, based on the correct understanding of the goal to complete the building of a moderately prosperous society in all respects and deepen reform and opening up.
Efforts are needed to explore new ways in implementing the strategy of innovation-driven development, carrying out strategic adjustment of the economic structure,integrating urban and rural development, and creating new advantages in international economic cooperation and competition, based on the correct understanding of the essential requirement of scientific development.
New progress shall be made to ensure that all the people enjoy their rights to education, employment, health and old-age care, and housing, on the basis of correctly understanding the requirements of strengthening social development with the focus on the people's wellbeing.
New achievements shall be made in promoting ecological progress by striving for green, circular and low-carbon development, based on the correct understanding of the importance and urgency of promoting ecological progress.
Hu also called for progress in making Party building more scientific, so that effects of Party building will guarantee the implementation of the arrangements by the 18th Party congress. This shall be based on the correct understanding of the extreme importance of making Party building more scientific for the cause of socialism with Chinese characteristics.
Hu spoke highly of Jiangsu's development since the 16th Party congress.
The report of the 18th Party congress encourages areas with good conditions to keep taking the lead in pursuing modernization and to contribute more to nationwide reform and development.
He expressed the hope that comrades in Jiangsu will fully grasp the essence of the 18th Party congress, take consideration of conditions in Jiangsu, and implement the arrangements made by the congress in an innovative reform-driven manner.
