A local committee of the Chinese People's Political Consultative Conference (CPPCC) is asking for reform of payments of medical and endowment insurance for low-income groups.

Committee members of the China Association for Promoting Democracy of Guangxi Zhuang Autonomous Region suggest that people without a stable workplace need flexible payment rules.

Those who fail to pay the insurances on time need a chance to pay back at a later date, according to their proposal. The number of years for payments should be cancelled or reduced and people should be able to choose when they pay for insurance, the proposal says.

The proposal aims to help vulnerable groups better cope with problems in paying their insurance before retirement.

"Current restrictions hamper their rights to get proper social security as they don't enjoy support from a corporation or government. They need to pay a large sum of money on the insurance," their proposal says.
