A policy or law cannot be implemented discriminately among people with different educational backgrounds even though, generally speaking, couples with better education can earn more money and have greater knowledge of how to rear children than those less educated. Children from relatively rich families often have access to better education, but there is no evidence to show children's intelligence is entirely dependant on their parents' brainpower or their families' wealth.
