Fireworks legislation needed

Fireworks have been stocked for sale across the country for the coming Spring Festival. But the fireworks market seems to be in chaos, and it is difficult to distinguish between legal and illegal manufacturing and selling, says an article in Beijing Times. Excerpts:

The reason why the fireworks market is in such a state is lack of unified regulations and supervision. Besides, companies selling fireworks in bulk online have made the situation worse.

Irrespective of the chaotic state of the bulk purchase market, many companies are making a kill. The mess can be cleared only by finding every link in the chain and fighting them one by one. If this is not done, illegally made fireworks will flood the market.

Efforts should be made to design a better system to thwart illegal manufacture and sale of fireworks. The existing firework safety regulations are aimed at strengthening the safety management of fireworks, including their production, management, transportation, sale and use. But the regulations are relatively general and cannot solve all the problems.

Perhaps legislation will better solve these problems. This will help law enforcement and supervision officers to perform their duty more systematically and replace chaos with order in the fireworks market.
