Kunming released a document on Nov 14 to control excessive water use.

The document says that water use over a volume set by local governments will be charged at a different rate.

Usage that is up to ten percent higher than normal will be charged at a 20 percent higher rate, a 10 to 29 percent higher usage will be charged at a 50 percent higher rate, and usage that exceeds normal volume by 30 to 50 percent will be charged double, or 100 percent higher than usual.

Water supply companies that violate the set water use amount must also pay a so-called "water resource fee".

The fee will encourage companies to improve their water conservation facilities.

Detailed regulations will come out at the end of January 2017.
